This project involved providing a full range of building construction services for the Royal Oman Police Hospital in Muscat, Oman. The scope included detailed design review, material review, construction support, witnessing testing and commissioning, and obtaining final approval from the Public Authority for Civil Defence and Ambulance (PACDA). The project encompassed a variety of buildings, including the main hospital building, a forensic medicine building, a central plant, and multiple mobile hospitals. The primary goal was to ensure all fire and life safety designs and installations complied with the latest GCC Fire and Life Safety Code and NFPA Codes and Standards.

Project Stages and Services

Aman International Engineering Consultancy delivered a multi-stage approach to ensure every aspect of the project’s fire and life safety was thoroughly reviewed and aligned with regulatory requirements.

Detailed Design Review (DDR) Services

  • A thorough review of life safety compliance plans was conducted, including egress calculations, occupant loads, and the placement of emergency exits and lighting.
  • Detailed designs for fire protection systems, including sprinkler and foam systems, fire pumps, and site layouts for underground fire mains and hydrants, were reviewed.
  • Detailed design layouts for the fire alarm, detection, and notification systems were also reviewed to ensure they met all code requirements.

Material Submittal Review

  • Material submittals were reviewed for a wide range of equipment, including life safety components (exit signs, emergency lighting), fire protection systems (fire pumps, clean agent systems), and fire alarm systems (detectors, control panels).
  • Building construction materials were also reviewed to ensure compliance with fire stopping, fireproofing, and fire damper requirements.

Site Visits and Witnessing of Testing and Commissioning

  • On-site technical consultation was provided, and visual inspections were performed to ensure the installations matched the reviewed designs and complied with applicable codes.
  • The functionality testing of fire detection, fire alarm, fire suppression, and emergency lighting systems were witnessed to verify they were operating correctly.
  • Commissioning reports and a final acceptance letter, stamped by the consultants, were prepared and issued to certify compliance.

Final Submission and PACDA Approval

  • The final submission to PACDA was managed, and a final site visit was arranged and attended with their officials to secure the final occupancy approval and license for the hospital.
