This project involved providing fire and life safety consultancy services for the extensive MASSAR Makkah project. The primary objective was to review and provide solutions for discrepancies found between Master Plans for the Boulevard Area. The goal was to ensure the validity of the existing Civil Defence approval for the Fire and Life Safety Strategy Report and maintain compliance with the Saudi Building Code (SBC) and NFPA Codes and Standards.
Project Stages and Services
Aman International Engineering team delivered a multi-faceted approach to address the project's complex requirements.
Master Plan Preliminary Design Review (PDR) Services:
- Review of the original, approved Fire and Life Safety Strategy Report from the earlier Master Plan.
- A detailed analysis of the changes was conducted by comparing the means of egress and escape routes in the earlier Master Plan against the updated Master Plan for the Boulevard Area.
- Solutions were provided for any discrepancies discovered between the two versions to ensure the project's compliance and the continued validity of the existing Civil Defence approval.
- The updated Fire and Life Safety Strategy Report was submitted to the Civil Defence for approval of any necessary changes.
Construction Administration Support Services:
- Review of the installation contractor's shop drawings and material submittals for fire protection, fire detection, and life safety systems.
- On-site visual inspections and witnessing of testing and commissioning were performed to verify that installations were compliant with approved designs and met all applicable NFPA and SBC requirements.
- A final compliance report was prepared and issued, which was then submitted to the Civil Defence to obtain the final occupancy permit.
Project Outcome
The project successfully addressed critical fire and life safety issues arising from changes in the master plan. By meticulously analyzing the two versions and providing clear, code-compliant solutions, Aman International Engineering team ensured the project's integrity and secured the necessary approvals from the Civil Defence. This work was crucial for maintaining a safe environment throughout the development and facilitating a smooth path to final occupancy for this major urban project.
