This project focused on fire engineering and construction administration for the Jabl Omar Ring Road Tunnel, a 280-meter-long tunnel in Makkah. The primary objective was to secure the Civil Defence (CD) Occupancy Permit for the tunnel by ensuring all installed fire protection and life safety systems complied with the Saudi Building Code (SBC) and NFPA Codes and Standards. The scope included the review of shop drawings, material submittals, site inspections, and witnessing of testing and commissioning.

Shop Drawings and Material Submittal Review
- Shop drawings for fire protection and detection systems were reviewed, including standpipe systems, fire detection devices, and mass notification systems.
- Material submittals for life safety equipment and fire protection components, such as fire extinguishers and standpipe components, were reviewed.
- Detailed comment sheets were provided to the client, flagging any non-compliant issues.
Site Visits and Inspections
- Multiple site visits were performed to visually inspect the installation of fire protection and life safety features.
- Site inspection checklists were used to document findings, and feedback was provided on any non-compliance or code-related issues.
- The functionality testing of fire detection, fire alarm, and emergency lighting systems were witnessed to verify they met NFPA and Civil Defence requirements.
Final Reporting and Authority Submission
- Draft and final reports on commissioning and compliance were prepared and issued, which were stamped by the consultants to certify that the installed systems met all approved design drawings and applicable standards.
- The final submission to the Civil Defence was handled to obtain the necessary occupancy permit.
