This project involved providing a wide range of fire and safety consultancy services for the Haram Third Expansion and related projects in Makkah. The project encompassed a massive scope, including the Haram Expansion, Piazza, Central Utility Complex (CUC), tunnels, and the Mataf Expansion. The primary goal was to enhance the project's fire and safety performance for approximately 30,000 employees and a 1,000-person safety team by improving existing processes and ensuring compliance with international standards and local regulations, especially during the busy Hajj and Ramadan seasons.

Project Stages and Services

Aman International Engineering team's approach was structured into a comprehensive, multi-phase plan to address all aspects of fire and safety:

Phase 1: Project Fire Assessment

  • A full fire assessment of the project site was conducted.
  • This included an evaluation of the existing fire team's qualifications, the fire equipment and trucks, and the fire plans and procedures.
  • The area of coverage versus the existing capability was assessed to identify any gaps.

Phase 2: Development of Fire Prevention and Protection Plans

  • A comprehensive plan was prepared outlining the weaknesses and strengths of the current system.
  • A detailed fire risk assessment and risk analysis was developed for both construction activities and the Hajj and Ramadan seasons.
  • This phase also included preparing a fire safety policy, a training matrix, and emergency and evacuation plans.

Phase 3: Implementation and Monitoring

  • Ongoing technical and engineering fire protection consultations and reports were provided.
  • The implementation of the developed plans and systems was monitored on-site.
  • Fire accident investigations were conducted, and monthly reports were prepared for the Civil Defense.

Phase 4: Fire Safety Audits and Final Report

  • A final comprehensive inspection and audit of all fire safety aspects on the project was conducted.
  • The effectiveness of emergency evacuation plans, fire drills, and staff training records was verified.
  • The final report summarized the findings and included an action plan for ongoing development and improvement.

Project Outcome

The Haram Third Expansion project successfully implemented a robust and comprehensive fire and safety program.
